The Founding and Continuing Journey of the Schools Division of City of Meycauayan
The Schools Division of City of Meycauayan traces its origins to the city's effort to strengthen local education governance and to render basic education services more accessible to Meycaueño learners. Its creation was the product of joint initiatives undertaken by the City Government of Meycauayan and the Department of Education (DepEd). It was made possible by the city's conversion into a component city under Republic Act No. 9356.
On November 13, 2012, DepEd Secretary Br. Armin A. Luistro, FSC, issued a memorandum to Regional Director Isabelita M. Borres of DepEd Region III authorizing the creation of the City Schools Division of Meycauayan. The memorandum affirmed the city's authority to separate administratively from its mother division, the Schools Division of Bulacan, and to assume jurisdiction over the schools located within the City of Meycauayan.
The Schools Division of City of Meycauayan was formally inaugurated on January 8, 2013, becoming the 20th schools division of Region III, Central Luzon. Its initial leadership was assumed by Officer-in-Charge Schools Division Superintendent Germelina H. Pascual, supported by Officer-in-Charge Assistant Schools Division Superintendent Silverlina A. de Jesus.
To ensure continuity of operations during this transitional period, nine school administrators were designated in concurrent capacities as promotional staff. These included Aurea F. Iajom, Public Schools District Supervisor of Meycauayan West District and Education Program Supervisor in English; Mary Jane R. Dasig, Officer-in-Charge School Principal of Meycauayan National High School–Bancal Annex and Education Program Supervisor in Filipino; Dr. Jerry R. Camacho, School Principal of Calvario Elementary School and Education Program Supervisor in Science; Jocelyna A. Manalaysay, School Principal of Banga Elementary School and Education Program Supervisor in Mathematics; Leonora B. Cruz, School Principal of Libtong Elementary School and Education Program Supervisor in HEKASI; Cesar G. Yadao, School Principal of Camalig Elementary School and Education Program Supervisor in PESS and Health; Alfonso S. Miaco Jr., Master Teacher II of Malhacan Elementary School; Ma. Theresa Javier, School Principal of Lawa Elementary School and Education Program Supervisor in Edukasyon sa Pagpapakatao; and Dr. Querubin E. Lopez, Officer-in-Charge Public Schools District Supervisor of Meycauayan East District and Education Program Supervisor in Special Education and Alternative Learning System. Administrative operations were further supported by Jeremias B. Trinidad, Roberto C. Consultado, Janice L. San Jose, Romina Casaje, and Criselda Ramos.
By School Year 2014–2015, the schools division was overseeing 74 schools, comprising 30 public and 44 private institutions. Leadership transitioned in January 2015 with the appointment of Dr. Norma P. Esteban, CESO VI, as Officer-in-Charge Schools Division Superintendent. That same year, the schools division adopted its 2015–2020 Division Education Development Plan, which served as the guiding framework for its education programs, projects, and school improvement initiatives.
In 2018, the schools division further pursued the transition of its Quality Management System to ISO 9001:2015 standards, undertaking a series of trainings on quality awareness, documentation, risk assessment, good housekeeping, and internal quality audit. These efforts culminated in the schools division's formal ISO 9001:2015 certification.
In October 2019, Dr. Carolina S. Violeta assumed leadership as Officer-in-Charge Schools Division Superintendent. Under her administration, the schools division aligned its programs with DepEd's Sulong EduKalidad campaign, which sought to address persistent challenges in basic education and to strengthen the overall quality of learning.
The onset of the COVID-19 pandemic in March 2020 posed unprecedented challenges to the schools division's operations. In compliance with national directives, the schools division shifted to alternative work and learning arrangements, sustaining learning continuity through various distance learning initiatives. Among the most notable of these was the Meycauayan CONNECT ICT Infrastructure Project, launched on December 11, 2020, which aimed to upgrade internet connectivity across the city's thirty public schools in support of distance learning.
Through 2021, the schools division continued to respond to the demands of pandemic-era education. The Meycauayan CONNECT Project was further monitored and strengthened, the Basic Education Learning Continuity Plan was implemented, and Radyo Educaueno was launched as a radio-based instructional initiative. In 2022, under the thematic banner "ONE Meycauayan: Katatagan. Pagkakaisa. Pag-asa", the schools division began its gradual return to face-to-face learning, with School Year 2022–2023 formally opening on August 22, 2022, after several years of distance and blended learning modalities.
On April 3, 2023, Dr. Merlina P. Cruz, CESO V, assumed office as the 4th Schools Division Superintendent of the Schools Division of City of Meycauayan. Under her leadership, the schools division enhanced learning recovery and stakeholder engagement through the implementation of strengthened foundational learning skills in literacy and numeracy and the expanded Buklurang Meycaueño Series, which engaged barangay officials, Sangguniang Kabataan chairpersons, teachers, parents, and other education partners.
Her administration also marked major institutional gains. The schools division was accredited by the Professional Regulation Commission as a Continuing Professional Development provider. Moreover, the strengthened Human Resource Management Systems, led to the conferment of the PRIME-HRM Bronze Award by the Civil Service Commission. The schools division likewise prepared for the pilot implementation of the Strengthened Senior High School Program and the Creative Curriculum in Kindergarten, while continuing to advance learning recovery, health and wellness, Gender and Development, environmental leadership, research and innovation, the ARAL Program, and technology-based learning resources.
Since its establishment in 2012 and formal inauguration in 2013, the Schools Division of City of Meycauayan has evolved into a dynamic institution of education governance. Its development reflects sustained progress across multiple domains including leadership, school operations, quality assurance, digital transformation, human resource management, curriculum innovation, and stakeholder engagement. Through the years, the schools division has remained steadfast in its mission to provide accessible, relevant, and quality basic education for every Meycaueño learner.
